ABConsent is the consent management offering from France-based Sirdata. An interesting aspect of this solution is the option to use the service for free in exchange for enabling Sirdata to collect and analyze data from your customers (compliantly, of course). Otherwise, pricing for the basic product starts at €25 per month with a 14-day free trial.
3. Axeptio
Axeptio, also based in Europe, provides a small set of compliance tools, including cookie consent management, terms and conditions, and mobile app compliance, among others. Axeptio offers a free plan for small sites and three paid plans that range from $29/month to $129/month per domain. All plans include a consent management database, banner customization, and support for Google Consent Mode.
4. Clickio
Clickio is an overall solution aimed at publishers, such as newspaper and magazine sites, and other subscription-based content providers. Its consent management module (on the Paywall Pro plan) integrates with a site’s existing paywall and provides built-in paywall functionality. There’s a free plan and Pro (£10/month per site) and Paywall Pro (£35/month per site) plans, as well as a custom Enterprise plan for large organizations.
5. Commanders Act
Unlike most of the other CMP partners, Commanders Act is not primarily about cookie consent management. The product is a marketing data platform that focuses on tag management and ad optimization; consent management is just one component of the overall solution. Still, they are CMP Gold certified, so they take it seriously.
6. Concord
Concord is a comprehensive data privacy solution that includes consent management, policy generation and management, DSAR management (for its higher-tier plans), and more. 9. CookieFirst
CookieFirst focuses solely on cookie consent management, although it does provide automated cookie scans and a cookie policy generator that supports over 40 languages. In addition to their free, no-frills plan, they have a Basic plan (€9/month) and a Plus plan (€19/month), as well as a custom Enterprise plan.
10. CookieHub
Like CookieFirst, CookieHub focuses on cookie consent management, although the product is a bit more feature-rich. Cookie Information, based in Denmark, is a cookie consent management solution aimed at small and medium-sized enterprise customers. The Cookie Information solution is limited to cookie consent management and does not support some other functions in data privacy management, such as legal policies, data governance, and data mapping.
12. Cookie Script
Cookie Script claims to be an “all-in-one compliance solution,” meaning their solution supports compliance with a wide range of regulations around the world; it still is only a cookie consent management system without other compliance features common on more comprehensive platforms. Like many other products on this list, they have a free plan and three tiers of paid plans ranging from €8/month per domain to €19/month per domain.
13. CookieYes
CookieYes includes a number of features for cookie consent compliance with GDPR, CCPA/CPRA, and more. The solution includes historical consent logs and integrations across numerous SaaS products. They offer a free basic plan and reasonably priced paid plans (ranging from $10/month per domain to $55/month per domain) that all come with free trials.
14. Didomi
French-based Didomi caters mainly to larger organizations in Europe but with customers elsewhere as well. Their product offering is a comprehensive compliance and consent platform in which cookie consent management is one component. Didomi does not publish its prices.
15. Iubenda
Iubenda’s main product offering includes customizable cookie consent banners, cookie and privacy policy generators, and a terms and conditions generator, plus a website accessibility optimization tool, a DSAR management tool (Ultimate plan only), a newsletter opt-in booster, and other useful features. Pricing starts at $3.49/month per site, and all plans include a 14-day free trial.
16. Lawwwing
The Lawwwing solution is an “online legal management” platform with two main components: cookie consent management and policy generation. The latter includes tools for privacy policies, cookie policies, terms of use, DSAR policies, and more. OneTrust, a comprehensive data governance, risk management, and compliance solution, leverages AI for many of its functions. OneTrust does not publish its prices.

Another solution that focuses on cookie consent management, Secure Privacy claims to support compliance with dozens of laws and regulations around the world. The solution also integrates with over 15 e-commerce and SaaS products. There’s a free plan and three paid plans ($14–$199/month per domain). Paid plans include a free 30-day trial.
19. Sourcepoint
Sourcepoint offers a solid consent and preference management platform that includes compliance monitoring and DSAR management. The solution supports websites, mobile apps, and smart TV apps. It’s one of the pricier service offerings, with an Essentials plan at $500/month and a Pro plan at $1,250/month. At this writing, Sourcepoint is in the process of being acquired by Didomi.
20. Termly
Although Termly’s product offering includes cookie consent management, their main focus is policy generator tools, including support for cookie policies, privacy policies, end-user license agreements, terms and conditions, and many more. They offer a free basic plan, a $10/month per site Starter plan, and a $15/month per site Pro plan.
21. Truendo
Truendo is a cookie consent management platform with a cookie policy generator and an always-on compliance scanner. There is no free plan, but the Basic plan is only €5/month per domain. The Standard, Plus, and Ultimate plans range from €19/month per domain to €199/month per domain. The paid plans come with a 7-day free trial.
22. UniConsent
UniConsent calls itself a “universal consent management platform,” although it’s not clear what this means; they claim support only for GDPR, CCPA, and ePrivacy compliance. They do provide a consent analytics tool and support for over 40 languages. The Basic plan is £20/month for up to three websites, and the Value plan is £50/month for up to five websites. Each plan comes with a 30-day free trial.
23. Usercentrics
Usercentrics offers several privacy compliance tools and covers conventional websites, mobile apps, and smart TV apps. Other handy features include a user consent preference manager, privacy policy generator, and compliance scanning tools, along with integrations with over 20 SaaS services. There’s a free plan and four paid plans (each with free trials) ranging from $8/month to $56/month.

Netherlands-based Complianz focuses on cookie compliance for WordPress and Shopify. Despite its narrow focus, they claim over 1 million users, support a range of laws and regulations in Europe and elsewhere, and support 49 languages. They provide a free WordPress plugin and three paid versions. Complianz for Shopify also has three paid tiers, from $2.99/month to $14.99/month, all with a 7-day free trial.
25. Consent Studio
Also based in the Netherlands, Consent Studio is a basic cookie compliance solution with a simple pricing structure. The Essential plan (€10/month) provides the basics with unlimited sessions, views, and pages. The Professional plan (€36/month) also provides unlimited no-code integrations, geotargeting rules, languages, and collaborators. Both plans come with a 7-day free trial.
26. CookiePal
CookiePal is another basic cookie compliance solution provider that claims to be the low-price leader in this space. All features are supported in all plans; the only difference is the number of page views. The free plan supports 10,000 page views per month, and the paid plans range from €2/month per domain for 50,000 page views to €20/month per domain for 1 million.
27. Cytrio
Cytrio provides solutions for cookie consent management, DSAR management, and an AI-powered privacy and cookie policy generator. Regulatory coverage is limited to a handful of the major regulations (GDPR, CCPA, and a few others). The three plans, from $7.50/month per website to $49.50/month per website, differ only in the number of monthly banner views. All come with a 30-day free trial.
28. Ketch
Ketch bills itself as a “data permissioning platform,” which includes consent management, DSAR automation, and AI-powered data governance tools.
